Why is it, that while following all COVID-19 guidelines, a resident of Crawford County can go into a book store, browse through all the books on display, then buy one, yet this same resident can't go to their local public library, browse through the books on display, then take that book home.

According to all of the guidelines I've been able to find, surface contact is not thought to be the major way the COVID-19 virus is transmitted, but rather through the air. Could it be that the bookstore has to sell books to remain a viable business, and the library is supported by taxpayer dollars that they receive whether they're fulfilling their purpose or not?
