Magisterial District Judge

-Cheryl M. Mitcham, 42, of 33178 Dobbs Road, Centerville, waived her right to a preliminary hearing before Magisterial District Judge William Chisholm and was bound over to the next term of court on three counts welfare fraud. Pennsylvania Office of Inspector General filed the charges for an incident between April 26, 2010, and Dec. 31, 2011, for allegedly obtaining $7,165 in food stamps, $2,010 in low-income energy assistance and $4,627.05 in medical assistance, when not entitled to the benefits. Mitcham was released on her own recognizance.

-Cody Lee Shepard, 21, 40636 Mystic Park Road, Titusville, waived his right to a preliminary hearing and was bound over to the next term of court on charges of theft of services and possession of drug paraphernalia. Meadville Police filed the charges for an incident June 30 in Meadville. He was released on his own recognizance.

Vernon Area

Magisterial District Judge

-Matthew S. Kerr, 20, of 1037 S. Main St., Apt. 3, Meadville, was bound over to the next term of court following a preliminary hearing before Magisterial District Judge Michael Rossi on a charge of theft by unlawful taking and a summary count. Vernon Township Police filed the charges for an incident May 29. He was released on $3,000 unsecured bond.

-Lisa J. Matheney, 39, of 839 Chancery Lane, Meadville, waived her right to a preliminary hearing and was bound over to the next term of court on charges of obtaining a controlled substance by misrepresentation, possession of a controlled substance and criminal use of a communication device. Pennsylvania Office of Attorney General filed the charges for incidents June 25 and July 2 in Vernon Township and Meadville. She was released on $5,000 unsecured bond.

-Rebel Dean Chance Mead, 20, of 1343 U.S. Route 6, Linesville, waived his right to a preliminary hearing and was bound over to court on charges of interference with custody of children, false reports to law enforcement and a summary count. Vernon Township Police filed the charges for an incident July 13. He remains free on $20,000 bond.
