Magisterial District Judge
n Stuart R. Turner, 52, of 3661/2 North St., Meadville, waived his right to a preliminary hearing Oct. 26 before Magisterial District Judge William D. Chisholm on Pennsylvania State Police charges of seven counts each of possession with intent to manufacture or deliver and possession of a controlled substance, and one count of possession of drug paraphernalia, for incidents between April 8 and May 20 and was committed to Crawford County jail, Saegertown, in lieu of $1,000 bond.
n Lacy M. Casbohm, 29, of 474 Willow St., Meadville, waived her right to a preliminary hearing Oct. 26 on state police charges of two counts each of possession with intent to manufacture or deliver and possession of a controlled substance for incidents March 29 and April 10 and was released on her own recognizance.
n Thomas C. Cargo, 42, of 3461/2 North St., Meadville, waived his right to a preliminary hearing Oct. 26 on state police charges of one count of possession with intent to manufacture or deliver and two counts each of intimidation of witnesses and harassment for incidents May 8 and Aug. 15 and was released on his own recognizance.
n Rickey V. Bynum, 49, of 897 Market St. Apt. 4, Meadville, was bound over to the next term of court Oct. 27 on Meadville City Police Department charges of one count each of stalking and harassment for an incident Oct. 8 and was released on $10,000 unsecured bond.
n Shawn M. Mendez, 24, of 234 Poplar St. Apt. 2, Meadville, waived his right to a preliminary hearing Oct. 28 on West Mead Township Police Department charges of two counts of driving under the influence; one count each of possession of a controlled substance, possession of marijuana and possession of drug paraphernalia; and one summary traffic offense for an incident Sept. 13 and was released on his own recognizance. A previously-filed charge of one additional count of driving under the influence was withdrawn.
n Lynette N. Williams, 22, of 627 State St., Meadville, waived her right to a preliminary hearing on Meadville Police Department charges of receiving stolen property and access device fraud for an incident June 21 and was releaased on her own recognizance.

Magisterial District Judge
n Kenneth E. Martell, 27, of 11 Asbury Manor West, Meadville, was bound over to the next term of court Oct. 26 before Magisterial District Judge Michael Rossi on Pennsylvania State Police charges of two counts of driving under the influence and three summary traffic offenses for an incident Oct. 1 and was released on his own recognizance.
