Meadville man arraigned over alleged sex assault of children

MEADVILLE — A Meadville man has been charged by Meadville Police with more than two dozen counts for allegedly raping and sexually assaulting two children between October 2012 and October 2013.

Thomas Francis Kramer, 36, of 1128 S. Main St., Meadville, was arraigned Wednesday before Magisterial District Judge William Chisholm on two counts each of rape of a child under age 13, unlawful contact with a minor, endangering the welfare of children, corruption of minors, indecent exposure and terroristic threats; six counts each of involuntary deviate sexual intercourse with a person less than 13 years old and indecent assault of a person less than 13 years old; and three counts of aggravated indecent assault of a person less than 13 years old.

Kramer is accused by police of engaging in sexual activity with a 9-year-old boy and a 7-year-old girl. Kramer also allegedly threaten to kill the children if they told anyone about what happened to them, according to the criminal complaint filed in the case.

Kramer was placed in the Crawford County jail in lieu of $100,000 bond following his arraignment. He face a preliminary hearing on the charges Nov. 4.

If Kramer’s case goes to trial and he is convicted on all charges, Kramer faces a maximum sentence of 480 years in prison and $515,000 in fines.

If convicted, each rape of a child and involuntary deviate sexual intercourse with a person less than 13 years old charge has a mandatory 10-year minimum jail sentence while each aggravated indecent assault of a person less than 13 years old has a mandatory five-year minimum sentence; however, some of those penalties could merge at time of sentencing.
