North Street project 'Phase I' to start Monday

MEADVILLE — As April showers make way for May flowers, at least in some locales, outdated utility infrastructures are rapidly being upgraded as the starting date for Pennsylvania Department of Transportation’s North Street Improvement Project nears.

Plans now call for construction to begin on the sewer line replacement portion of the project — informally known as “Phase I,” first thing Monday.

Between now and then, however, drivers and pedestrians should be alert to utility workers at various locations along the project route, which runs the length of North Street from Water Street to slightly beyond the State Street intersection.

Monday morning, work will begin with the replacement of the Meadville Area Sewer Authority manhole at the intersection of Water and North.

Plans call for the sewer line replacement to proceed along North Street, one block at a time, until the new main and all lateral lines have been installed and tested. Each block will be closed to traffic as the line running underneath is replaced; intersections will be closed as necessary.

Once the sewer line has been replaced, Phase II begins.

Work will again begin at the intersection of North and Water. Work will also proceed one block at a time and will include widening the turning ratio at some intersections to allow large trucks to turn more freely; replacing all roadway, curbs and sidewalks; and installing decorative street lighting.

Initial plans call for the Phase II to be complete as far as the intersection of North Street and North Main Street by the end of the 2013 construction season. At that point, the roadway and sidewalks will be opened to traffic until the start of the 2014 construction season, when block-by-block construction will commence. The entire project is expected to be complete before the end of the 2014 construction season.
