Second person faces trial over alleged tattooing of 12-year-old

TITUSVILLE — A second person is headed for trial in Crawford County Court of Common Pleas on multiple charges for allegedly tattooing a 12-year-old girl at a Rome Township home last month.

Melissa Lynn Becker, 30, of Centerville waived her right to a preliminary hearing before Magisterial District Judge Amy Nicols of Titusville and was automatically bound over to September term of court on Pennsylvania State Police charges of endangering the welfare of a child, corruption of minors, simple assault and tattooing a minor. A charge of aggravated assault that had been filed against Becker was withdrawn by state police.

Police allege Becker was involved in the tattooing of a 12-year-old girl on May 14. A Centerville man, Randall Charlton III, 33, is also accused by state police of giving the girl a tattoo on her left forearm consisting of a yellow smiley face with the word “b----” above the face. Police allege the incident took place around 9 p.m. when the girl went to the residence to stay the night.

Charlton waived his right to state police charges of aggravated assault with a victim less than age 13 and the defendant age 18 or older, endangering the welfare of children, corruption of minors, simple assault and tattooing a minor. If convicted in county court on all counts, Charlton faces up to 33 years in jail and $50,000 in fines. Charlton remains lodged in the Crawford County jail in Saegertown in lieu of $20,000 bond, awaiting trial.

Becker faces up to 13 years in prison and $25,000 in fines if she is convicted on all charges in Crawford County court.

The endangerment and corruption charges are each first-degree misdemeanors with a maximum of five years in jail and $10,000 fine; the simple assault is a second-degree misdemeanor with a maximum of two years in jail and a $2,500 fine; and tattooing a minor is a third-degree misdemeanor with a maximum of one year in jail and a $2,500 fine.

Becker remains free on $15,000 bond.
